This was one of the main issues in the War of 1812. Decades after the Revolutionary War, the British routinely blockaded American ports and prevented the exporting and importing of goods. Sailors were often kidnapped and forced to serve in the British Navy. This flag was flying on the USS Chesapeake when it was captured by the HMS Shannon.
During the battle, Captain Lawrence was mortally wounded and gave his final order "Don't give up the ship!" These words became immortalized by the Commodore Perry flag.
